How do I create a project for Oracle?

Select the Oracle Module in the New Project Dialog and configure the database to be accessed. You can also configure the schemas that should be included/excluded. Lattix LDM creates an Oracle project by reading in the Oracle catalog or PL/SQL files.

What permissions are required to do an analysis of an Oracle database?

You need Select access to the Oracle catalog. The exact tables/views are listed in Module Guide for Oracle. Note that you do not need access to any actual data in the database.
